Monroe was not the most popular President. But he was effectively
unopposed in the election. The failing Federalist Party was not even
able to nominate a national candidate for President, but did
nominate a Vice-Presidential candidate. This was the last time the
Federalist Party would participate in a national election. But
Monroe was not wildly popular. The economic crisis following the
Panic of 1819 had the country on the edge economically. Slavery was also highly contentious during his term,
and the Missouri Compromise had temporarily eased the situation. With no
opposition, however, Monroe had no need to campaign, and received
all but one electoral vote. He wasn't even officially nominated by
his party! The one elector who did not vote for Monroe, William Plumer of New
Hampshire, cast his vote for John Quincy Adams in the belief that
Adams would be a better President. Some believe that he did this
only to help George Washington remain the only President to receive
a unanimous electoral vote, but little evidence for this exists.
Plumer's son simply said the elector hated Monroe.
Three electors did not vote due to their deaths.
