The
corruption of President Ulysses S. Grant had caused a reduction in
the popular support for Republicans. Amid the scandals, Republicans
nominated Ohio Congressman Rutherford B. Hayes and Democrats
nominated Samuel J. Tilden of New York, who was viewed as someone
who could clean up corruption. Both vowed to end the corruption of
the Grant administration. Tilden was viewed favorably by
voters, who gave him a majority of the popular vote, a feat no Democrat had accomplished since 1856.
This was because of the revival of the Southern Democratic Party and
Tilden's reputation. The problem for
Tilden was that he had amassed only 184 Electoral Votes, which was
one short of the needed majority. Disputed returns in three southern
states would decide the election, as would one elector from Oregon.
There was considerable concern about the tactics used by the
Democrats to keep black and white Republicans from voting. South
Carolina, Florida, and Louisiana all submitted two different sets of
returns. The Republicans in those states, who controlled the
committees, disallowed enough votes that Hayes would win in those
three states. One elector in Oregon was challenged because he held
elected office. He was replaced by a Republican elector who voted
for Hayes. A 15 member electoral commission was set up by Congress
that ultimately decided the election for Hayes in return for favors
from the South. The electoral commission had a majority Republican
representation, and because of this reality, many believed the
election had been stolen from Samuel J. Tilden. Hayes was known by
many of his detractors as "his fraudulency."
